met Thursday, January 4, 2007 and established the following items.

1.  The State of Michigan MHSFCA Powerlifting meets shall consist of two divisions for all weight classes.  There shall be a raw division and an equipped division.  The equipped division shall utilize all USAPL rules for lifting regulations.  The raw division shall be allowed to use only a standard 4 inch belt.  There will be no knee wraps, no wrist wraps, and no assisted equipment of any type.  Lifters with injuries may utilize athletic tape as listed in the existing rules.

2.  The qualifying totals to be utilized by the lifters shall be those set out by Todd Miller, of which the 2007 state meet qualifying totals shall be 10% less than the current qualifying totals for raw qualifiers.

3.  To qualify for the state meet, a lifter must compete in one of the below stated regional qualifiers and either lift a qualifying total or finish in the top 3 of any weight class.  There will, of course, be JV and Varsity divisions.

4.  Wrestlers, volleyball players, and competitive cheer lifters are exempt from having to qualify for the state meets but, of course, must make weight at the weigh-ins.

5.  All weigh-ins for regional qualifiers shall be home weigh-ins the Thursday before the qualifier.  The weigh-ins for the state meet shall be the Thursday before the state meet, and the two weigh-in sites shall be Montrose High School and Muskegon High School.  At the weigh-in sites the lifter must pay, by either cash or money order, a $20.00 admissions fee, make weight, and declare at that time whether they will be a raw or equipment lifter.  The weigh-in times shall be from 6:00 p.m. to 9:00 p.m. at both sites.  The cost for regional qualifiers shall be $15.00 per lifter.

6.  All lifters are expected to be drug free.  Lifters should be aware that they may be randomly drug tested at the discretion of the meet director or committee members, at both regional qualifiers and the state meet.  At the state meet, there will be a team raw champion and a team equipped champion for both Varsity and JV for the men.  Trophies will be given for the top 3 teams in each division, and the top 10 lifters in each weight class shall be awarded a medal.  Lifters who finish in the top ten of any weight class in the Varsity division are considered All State.  In the women's tournament, there will be a trophy given for the first three team finishers in the raw division and in the equipped division.  Medals will be awarded in each weight class for the top 5 women lifters in each division and those top 5 lifters are considered All-State.

7.  Team scoring at both regional qualifiers and state meets shall be the top 10 finishers for any team, but you may utilize only two potential scorers in any weight division.

8.  At both regional qualifers and the state meet, chalk may be utilized but water only for deadlifting.  No baby powder is to be utilized at any of these meets.

9.  There may be one change of the deadlift bar before the final lift as long as the change is made before it is stated by the lifting judges that the bar is loaded.

10.  The director of the regional qualifiers must allow at least 200 lifters but may set the limit at 200 lifters or accept more if they wish.
